Who decides on restoring a building's façade?
In a building divided into flats, the façade is a common element and the work is agreed at the owners' meeting. The property administrator usually coordinates quotes, permits and any renovation grants available.
Why do balcony edges break away?
Usually because water reaches the steel reinforcement, which rusts and expands, cracking the concrete that covers it. That is why patching is not enough: the concrete has to be cut back, the steel treated and the edge rebuilt.
